What does 104 mean on a capacitor?

The first two digits are the value and the third is the number of zeros, in picofarads: 10 + 0000 = 100,000 pF = 100 nF = 0.1 µF.

What does the letter after the code mean?

It is the tolerance: J = ±5%, K = ±10%, M = ±20%.

What is the RC time constant?

τ = R × C is the time a capacitor takes to charge to about 63% through a resistor. After 5τ it is practically full, which is how simple delays and button debounce circuits work.
